Dear Senator Brown, I write to strongly urge you to address the escalating problem of global warming by strengthening and advancing S.2191 the Climate Security Act of 2007. We must take action immediately in order to avoid the most dramatic impacts of global warming. The longer we wait, the harder it will be to successfully confront this issue. The impacts of global warming are already apparent through the increasing number and severity of wildfires, floods, and droughts, among other effects. The Stern Review on the Economics of Climate Change (2006) estimates that the international costs of unabated climate change is already at least five percent of global per capita GDP and could rise to 20 percent of GDP if we do not take action to avoid the worst impacts of global warming. Cities will be hit hardest by the impacts of global warming, bearing most of the costs of adaptation and infrastructure loss. Unchecked global warming will present new challenges and exacerbate existing ones. Such challenges include drinking water quality and supply, public health issues such as heat waves, sea level rise that threatens densely populated coast lines, changes in crop outputs, flooding and many more. Exhibiting real leadership over 800 mayors have signed the Climate Protection Agreement making a commitment to reduce global warming pollution at the local level. Millions of our fellow citizens are joining together and working to implement pilot projects and policies that will have tangible emissions reductions through building and vehicle efficiency, smart development, improved public transit and renewable energy production. There efforts are strong steps forward, but it is not enough. We need ambitious policies at every level of government that will combat global warming immediately. I believe that a federal cap and trade policy is the most efficient and effective way to do this and that the resultant public funding and will drive private investments into the production and deployment of advanced clean energy technologies. The recent substitute language for S 2191, America’s Climate Security Act, establishes such a framework. The US EPA’s recent analysis of S 2191, found that the U.S. economy would grow by 80 percent through the year 2030 after enactment of the Climate Security Act. As you take this up on the floor in June, we urge you to strengthen it by reducing the number of free allowances given to utilities, strengthening the emissions reductions timetable and by supporting measures that will provide public funding for mitigation and adaptation at the city level. The time for action is now. Citizens across America are doing their part to tackle global warming. It is now your turn to support legislation that will move America towards a clean energy economy, incentivize the development and deployment of clean energy technologies and fuel local mitigation efforts that help prevent the costs of inaction.
